Employment and Support Allowance

New Allowance and Free Prescription Entitlement

Dr Kerry O’Connor reports

14th of October 2008

Dispensers, Practice Managers and doctors may not yet have read their September Drug Tariff as far as page 519 Chapter XVI paragraph 6(5). They need to do so before October 27th when the Employment and Support Allowance replaces Incapacity Benefit, Income Support paid on grounds of incapacity, and Severe Disablement Allowance. There will be two sorts

  • income-related Employment and Support Allowance, which entitles recipients to free prescriptions
  • contribution based Employment and Support Allowance which does NOT entitle recipients to free prescriptions

Recipients will have an Employment and Support Allowance award notice which will clearly state WHICH it is.

The PPD advice is that if an ESA recipient claims exemption because of the income related ESA but does NOT have the award notice to show they tick box H on the back and the dispenser ticks the “evidence not seen” box

Employment and Support Allowance for new customers will replace Incapacity Benefit and Income Support paid on incapacity grounds. Existing Incapacity Benefit or Income Support customers will initially continue to receive their existing benefits, so long as they satisfy the entitlement conditions.
