eCD registers flagged up as risks in CQC CD report

Ensure there is appropriate back-up

Loss of vital data with no appropriate back-up procedures are among the risks of using electronic controlled drug registers, the CQC has said in its annual look at CD management.

Other issues highlighted in the annual update, The safer management of controlled drugs, are that staff are not up-to-date with system updates, leading to medicines errors and misunderstanding of electronic audits.

The update also highlights the potential for diversion of CDs, including from electronic storage and when CDs are delivered outside normal supply routes. Non- registered staff (ie, not on professional registers) are specifically mentioned as presenting risks for future employers.

The guidance also notes increased non-medical prescribing of CDs and advises providers to ensure there are systems to ensure all prescribers’ competency, and supervision.

Making recommendations for the safer management of controlled drugs, the CQC report advises:

• Make sure your governance processes are up-to-date and fit for purpose
• Make sure prescribing at transfer of care is completed safely
• Know the identity of your local controlled drugs accountable officer (CDAO) and police controlled drug liaison officer CLDO
• Work collaboratively to improve the prescribing, managing and monitoring of controlled drugs
• Make sure you have a valid Home Office controlled drugs licence as required.
