Special consideration of dispensing GPs has been raised by the DDA in its response to the NHSE consultation on the role of incentive schemes in general practice.
On the question of PCN-level incentive schemes, the DDA calls for recognition of fundamental differences between practices, their populations or contractual differences (eg, dispensing practices, GMS, PMS and APMS).
The response also calls for due recognition of the financial challenges faced by dispensing doctors including reducing discounts on medication, clawback and the dispensing envelope system of remuneration given rising dispensing volumes.
The DDA also calls for a review of the DSQS incentive scheme for dispensing doctors. Stating the case for dispensing GPs, the DDA states: “Contrary to perception, dispensing doctors cost the NHS less per item dispensed than via pharmacy contractors and non-dispensing doctors.”
